For decades, Vietnam has bought nearly all of its arms from Russia/USSR. However, the changing geopolitical landscape applies a tension to this, and Vietnam must at least consider other options.
Resolves to the next country that Vietnam buys (or receives from) at least one new frigate.
new= those specific ship not used by another country's military
Frigate: warship of at least 2000 tons displacement (note that this isn't really a classic definition)
(note that Vietnam currently has no shops that fit this description)
Warship: ship intended for anti-surface, anti-air or anti-submarine warfare, as opposed to amphibious or support
I will add more options if anyone can make a compelling case; I think the current line up mostly accurately reflects the market.
