This question resolves YES if on 1 Jan 2070 more than 0.001% (which would amount to about 100 thousand people in today's terms) of the world's population is incarcerated, and resolves NO otherwise.
Since the resolution of this market may be somewhat subjective due to possibly changing nature of incarceration, it should be resolved
