Will resolve to yes if you can git clone a repo on an IPv6 only host without NAT64 or other compatibility technologies. It does not require being able to browse GitHub.com on a v6 only host.

Could maybe have to do with the whole AWS charging for IPs now finally moving things along since GitHub wants to support IPv6 only VPS's?
