Construction for the Jeddah Tower started in April 2013 and then stopped in January 2018. The project resumes in September 2023 but construction hasn't restarted yet as far as I know and "No firm timeline for completion has been provided".
To compare: the Burj Khalifa topped out at 829.8 m in January 2009, so five years after construction started. So I consider that any new building would require at least 5 years of construction to reach the Burj Khalifa's height. Even if the Jeddah Tower construction restarts today and even taking into account the work already done, it seems unlikely it will be completed by 2028.
