They don't have to be strict clones - they can have point changes but should be essentially attempts to clone him as he was. They should be physical clones made from his DNA (or his DNA as we think it might have been, pieced together as best we can).

Half-clones does not count at all.

20 semi-clones but with health or other normal genetic modifications do count, as long as at least 75% of his genes are preserved.

If we have perfect clones with 100% of his genes preserved but their biology and neurology are digitally simulated rather than physical, is this NO?

The real question is how many von Neumann clones can a single von Neumann clone produce in a century. Enough to explore the galaxy in a feasible timeframe, you think?
