Things like delaying it for a disease, war, emergency early or late votes count.
Things like congress changing the day or system count as a change, if the change is made less than a year prior to the previously planned date.
That is, the claim is that anything other than normal election days planned at least a year in advance happens. Extra/early/delayed/skipped elections trigger true, as long as the change wasn't planned at least a year in advance.
