In order to resolve Yes, the US legislature or a US federal agency must require that cars be equipped with devices that artificially limit the speed of a vehicle. This can be a simple artificial cap at a certain speed like what Germany already requires or it can be a more elaborate system that checks the local speed limit and limits drivers to some range around that limit.

Legislation or executive policy to this regard can either apply to all cars (requiring retrofits) or just to new cars.

If this comes in the form of a "soft requirement" such as a strong financial incentive or penalty without the explicit force of law, this question will err on the side of Yes, so long as the majority of the major automakers comply with the requirement.

A rev limiter whose sole purpose is to prevent engine damage doesn't count for this purpose.
