Background

The Idaho Childrens Library and Protection Act allows anyone to challenge books in public libraries that they deem "harmful to minors", which is broadly defined. The law includes a private cause of action, where individuals can sue libraries for $250 if they fail to relocate challenged materials to an adult-only area within 60 days.

This law has created significant challenges for small libraries like the Donnelly Public Library, which lacks the space to create a separate adult-only section. As a result, some libraries like Donnelly have resorted to making their entire library adults-only, severely restricting access for children and families.
