I dunno if this comment adds to the conversation at all (I can delete if not), but I'm Canadian and we don't have an SAT/ACT system to enter post-secondary education. Entry into university/college is not dependent on any standardized testing for domestic students. You can however voluntarily choose to take the SAT/ACT if you wish to enroll internationally at an American institution.

I forget the exact number, but it was in the 2000-2100 range, probably roughly 1450 in the new system.
