Morocco's pretty high on this one. One miracle World Cup run does not a great soccer nation make. (the Coca-Cola rankings are pretty heavily influenced by the 2022 run).
Also surprised Saudi Arabia wasn't suggested. The power of money in sports is great. They're basically hiring mercenaries from top soccer nations, can hire any top coach, and can spend as much as they need to on training

Still wouldn't put it past Saudi Arabia to try a subtler version of this given the amount the country is willing to invest in soccer
