Does a metaphorical/non-literal bet count? ("I'm betting he'll be a good president"). Or does it have to imply that he placed a monetary wager on the outcome of the race?

@Ziddletwix Only a bet on Trump with money counts but he doesn't have to prove it, it's enough if he says he did a bet on Trump
