The Nonlinear situation clearly demonstrates a need for an independent group of people able to verify and resolve claims of undesirable actions in the community in an unbiased and competent way.
This is not an issue unique to EA, and this type of work overlaps with many professional specializations from journalism to law, which makes it easy to externally hire people with education and experience in the field.
With the amounts of money being spent and the huge negative impact bad handling of those issues causes (just the Nonlinear situation probably cost millions in lost productivity alone) it seems obvious to hire a dedicated team from outside the community, eliminating biases, simplifying confidentiality and generally avoiding whatever just happened.
This body could also serve as a community audit tool, hopefully helping avoid another FTX-like situation.
