The government of Venezuelan President Nicolas Maduro signed an agreement in October 2023 with the country’s political opposition guaranteeing that an election will be held in the second half of 2024, and that it will be monitored by observers from the European Union and the United Nations.
For this question to resolve to yes, the election must be held in 2024 and the observers named above must monitor it. If there are disputes over whether the election was free and fair, those will not negate this question. The question will only resolve to no if the election is not held or if the above monitors are not allowed to observed it on terms they accept.

I note that as of May 28th, the European Union observers were disinvited. Unless this changes, this question should, by the presented resolution criteria, resolve NO, since the criteria require monitoring by EU observers.
