So if a starship tanker not continuously in space is utilised by 2 different SpaceX customers using starships, does that qualify or not on following grounds:

1. Not continuously in space.
2. Only utilised by Starship / one company, SpaceX, even if SpaceX has different customers making use of it.

Maybe a question where this does satisfy the requirements with a rather earlier date maybe as early as 2030?

@ChristopherRandles To be independent, they would have to own the starships themselves and be fully managing ops. IMO I don't really care if it is the same actual physical depot, as long as it is the same company providing the service.
