Is a mere off-hand reference enough, even if it isn't properly debated? i.e. "We got a lot of people that want our time. Natives want us to lift the gambling laws. One of those loony AI people wanted to bomb the computers or something. Trump wants more tax exemptions on real estate. We don't always have time for it, but [...]"
Or does it have to be a proper debate, with a moderator posing the question and the candidates discussing policies that would imply escalating international action like treaties, sanctions, airstrikes, etc.? If so, does the discussed policy have to impose the possibility of state-sanctioned violence to qualify?
