Presumably if the resolve date is arbitrary and this extends forever, “never again” is impossible to get? Or does it just resolve “yes” on the day democracy crumbles?

…I could also imagine future voting reforms lead to multiple parties and the demise / split of current parties, leaving no “true” “Democratic Party”?
