Would access to a portable and accessible tool that reasons for you qualify? I'm thinking something analogous to glasses, but with a bit more technological sophistication.
The argument against this is that it is not actually improving the persons general intelligence. The counterargument to that is glasses do not really improve the underlying problems with vision.
Edit: I guess the question I'm asking is do you mean improve more in the sense of LASIK eye surgery or glasses?
@adele You can't go in and touch the brain any way. It also can't be dangerous to do. So for example surgery is not fine, dangerous pills are not fine, safe pills are fine, sending safe amounts of electricity through the brain is fine.
