@gramophone How about? (1) a government shutdown linked to debt ceiling negotiations, or (2) the U.S. Treasury Department implements extraordinary measures to avoid default specifically due to the debt ceiling not being raised or suspended.

@NathanpmYoung I worry this isn't broad enough. I think I'd consider getting very close to a shutdown probably to resolve yes.
