However, if by that date there are actions taken by authorities, at least to investigate the events during the COVID-19 pandemic, with Ursula directly implicated in accusations, I will consider that YES she will be arrested.

However, I don't want the timeframe for this question to be over 10 years, so if I perceive that the investigations are heading in a direction where she will be arrested and found guilty, then I will choose the answer "yes."
