Resolves YES if Israel creates an arrangement that allows Gazans to
leave Gaza in order to get to other countries. This will likely take the form of some sort of permit to enter Israel in order to get to another country, as Gaza does not have an airport. A similar arrangement that involves passage through sea or through Egyptian territory will also count as long as Israel is heavily involved in negotiating the arrangement.
Currently, Gazans are only allowed to leave through the Rafah border crossing, which is managed by Egypt. Egypt is allowing a small number of Gazans with foreign nationalities or visas to exit. An expansion of this port of exit will only count if Israel is heavily involved in this move.
