It's too garbled to be completely coherent, but it looks like these are instructions to the effect of: [...?] The political symbols of Virginia and the US should [not?] [...?] visually. Ensure no specific party affiliation [is] [...?] visually. (I.e., treat generic positive symbols with respect, "ensure no specific party affiliation" is promoted over the other.) And "Traditonacial Compettion" might be a corruption of "traditional composition" crossing over with "competition"?
